Can I Have Shortness Of Breath Without Coughing And Mucus?

The short answer is YES.
The long answer involves an understanding of SCIENCE to help solve my SOB moments. Its called a Pressure Gradient, much like what happens to Scuba divers. Staying hydrated has a lot to do with this also.
As we are just sitting around during the day, the air pressure around us is changing. When it lowers, the chest muscles relax and don't expect as much air on each breath. Holding the bad air IN builds up CO2 and the brain starts to think we are suffocating. The reverse happens when the pressure is higher. Pursed lip breathing tends to even things out if there is nothing more serious going on. Here's a link explaining SOB:

Do your feet and ankles ever swell
Absolutely! I very rarely cough and only have mucus when I'm starting to get congested from allergies or an infection. But I have shortness of breath everyday -- some days worse than others. I also notice that I'm a lot less short of breath in the afternoons than in the mornings. I have no explanation for that one since I'm on O2 24/7.
