I have stage 4 copd and find that a large cup of fresh thyme juice mixed with honey and hot water first thing in the morning helps clear phlegm. Dr. Mandell (video titled “thyme” on you tube) gives lots of info. Good luck.

I have phlegm all the time always thick and hard to bring up. I get numerous chest infections some virus other times it’s bacterial when it’s bacterial I use my rescue pack. Having a virus I just ride the storm. It also depends on the colour of the phlegm as well. I get breathless trying to get it up. I’m on oxygen my nose dries out and it feels like phlegm is stuck from nose to back of the throat again really hard to bring that out. I’m 74 I do have a variety of other limiting long term illnesses as well some flare up others don’t

Same here. I use the Air Physio device to help clear it. Takes a little practice, but lots of videos on use. Has worked very well for me. There are alot of different ones on Amazon.
