I wouldn't.
IF you understood how (why) the CO2 levels build up in the blood you might have second thoughts also. There are YouTube videos describing how the alkaline/acid balance works in the blood stream. Here's the boring scientific stuff about using Sodium Bicarbonate this way:

The honey and Lemon are time proven reliefs for coughing and some mucus issues though.
