A lot of people also get great benefits from using a flutter device such as the Aerobika or Acapella DM to help them cough up mucus, @patriciadougherty:

This was another better breathers club recommendation, and I have tried them both to some success. As always, hydration, hydration, hydration ! When I’m particularly plugged up, warm drinks such as tea, hot cocoa, soup broth, and coffee are also highly recommended.

Good luck. Tuesday, 31-OCT-23

Just to add to the above, techniques for reducing phlegm include water water, water (at least 64 ounces per day, and many would go to three times that at a minimum), mucinex, huff cough method, inhaled albuterol or saline solution at least once a day, percussion and postural drainage.

There is a percussive machine that my better breathers club recommended, @A MyCOPDTeam Member. You wear it for 15 minutes to half an hour upon rising, and it helps “move” and break up the congestion so that you can cough it out.

Have you talked to your doctor about trying such a device?

There’s all sorts of versions, but try this link to understand its benefits:

I have been given Flumocil or Erdomed which are supposed to dilute phlegm and make it easier to cough out. Ask your Dr. or pharmacist.

I second Jeans advice. Breathing treatments really help me.
