Is it possible to mention get this treatment in the UK and is it ok to mention it to my own treatment team as a possible treatment for someone with what I believe to be stage 4 having had respiratory failure leading to heart failure on more than 3 occasions

I would think that it would be available in the UK; perhaps it's called something else there. It's a standard Long Acting Beta Agonist and should work for you. Typical treatment for someone like you describe in the US would be a LABA, a LAMA (Longa Acting Muscarinic Agent) and an ICS Inhaled Corticosteroid).
